The easiest yet the most effective thing to do in similar reasoning questions is to write down the argument like this -
cars with ATD are more prone XYZ than Cars type without ATD (without antitheft devices).
hence ATDs are ineffective.
Only option C correctly follows this structure.
RU's buy more books than Non-RU's regularly. Hence, using the library more often does not reduce the no. of books purchased.
The second sentences of both arguments are about a certain characteristic of one of the two entities mentioned (Cars with ATDs and Cars without ATDs / RUs and Non RUs)
