Rewrite:
Is 4z > -6 as

Is z> -6/4
or is z > -3/2
or is z> -1.5


After that - you can see that if Z > -1 it must be > -1.5 as well

Question asks: Is 4z> -6 ---> ONLY IF z > -1.5.

Per statement 1, if z<7, z = -2 ("NO") but if z = 6 ("YES"). Hence this statement is not sufficient.

Per statement 2, z > -1. Now we need z>-1.5 to answer with a definite yes or no . Any number > -1 MUST BE > -1.5. Hence this statement is sufficient.

B is the correct answer.
