Stmt 1: a can be 0 or b can be 0, Hence Insuff. Eliminate A,D
Stmt 2: a has to be 0, Suff

Hence Option B

Don't know anything about B. Not sufficient!

a = 0. Sufficient!

Therefore, Ans = B
