The trick with this question is that the statements do not say that the line L passes ONLY through the given quadrants. The line can pass through other quadrants (in addition to the ones already mentioned as well!)
For the attached figure, consider equation of the line L as y = mx+c where m = slope and c = intercept.
Per statement 1, there are 3 possible scenarios for this (refer to attached figure) with m<0, m>0 or m=0 . Thus this statement is not sufficient.
Per statement 2, there is only 1 possibility as shown in the attached figure that tells us m<0 and is thus a sufficient statement.
B is the correct answer.
