This 'had' is simple past ,parallal with 'detected'.

(C) while running in the mayoral election, cancer was detected and another candidate was chosen.

(D) while running in the mayoral election, the cancer was detected and another candidate was chosen.

(E) while running in the mayoral election, a cancer was detected and another candidate was chosen

The question essentially boils down to the meaning conveyed. A cancer, The cancer do not talk about jenny, as the underlined part does not talk of Jenny, but about Jennys dream.

can someone Please explain why "B" is correct as its using past perfect in the 2nd event ?

In option "B", it is simple past (have to - had to) not past perfect.
