That's not correct. All types of interviews weigh the same. Otherwise, the school just wont do it. Yes, adcom interviews tend to be more standard, they are not weigh more or less than that done by the alumni.
One of our clients from India got an interview call (R2) pretty recently. While the email strongly encourages to visit Ithaca for interview, it is never a bad idea to reach out to the adcom and seek an alumni interview. Even if it not in your city, as one of the earlier post mentions, you can do a little bit of traveling and see if any nearby city has an alum with which school can match you. In particular, for internationals it is always better to talk in person than on phone (because of different accent, pace of speaking, not able to see the reaction of the other person, etc).
