First part and second part are in opposite direction, while first is a premise which is being discussed.

Let us understand the structure and flow of the argument:

BF1: Govt policies --> Rising GDP
BF2: Positive economic trends--> FDI + Investments
After(BF2): Another reason: falling price of crude oil --> reduced cost of imports
BF1 is a claim of some the argument seeks to evaluate. While the rest of the sentence including BF2 gives proof against this.

Now let us see the options

A. The first is the main conclusion of the argument; the second opposes that conclusion.
BF1 is not a conclusion. Strike it off

B. The first is the main conclusion of the argument; the second supports that conclusion.
BF1 is not a conclusion. Strike it off

C. Both support the main point that the argument seeks to establish.
BF1 and BF2 have contrary opinions. Strike off

BF2 does not provide evidence for BF1, it rather contradicts the claim made in BF1
