I'm torn please provide your vote and thoughts.

Kelley offered 20K/yr
Fisher provided a GA position covering 50% of the cost of attendance. I was admitted to OSU's MBA/MHA dual degree program, which would make it a 3 yr venture.

Career goal: healthcare consulting

My vote for Kelley, considering your goals. They do have fledging healthcare club. This may give you take leadership responsibilities.

See if you can check with Kelley to be evaluated for a GA position as well or see if they have specific qualifications. Sometimes these pay a lot and sometimes barely anything. My GA paid $3K/semester and was minuscule but $3K was a lot of money for me. It also did not require much work; while some require quite a bit; some of course are very interesting positions - i.e. working with a professor on a project or doing some research.

Congrats for your admit.

I totally agree with opinions above. Kelley is higher than Ohio and I think they have something for healthcare. I'm not sure about Ohio. But what is the total cost of your dual degree in Ohio compared to Kelley. Maybe the cost of Kelley is slightly higher than your Ohio dual programs. In that case, I would not sacrifice Kelley for small amount by ohio.

Keep in mind that you will have to pay taxes on your GA income under the new Tax law. You will probably pay 10-15% unless something changes. You can estimate it online.
