The last page of reference form asks to rate the candidate.
As per the example given on that page 1 = Low. However, against each quality 1 is written as high.
So, which represents high 1 or 5 ?

It's terribly confusing. It's the one thing so far in the application that you can honestly say is an amateur mistake. They mention a scale of 1=low 5=high to rate at individual characteristics but then overall recommendation is 1=highly recommended, 5=not recommended.
