As you suggested, in order to compensate for a low GPA, it is necessary to get a higher GMAT. I am not sure exactly where you got the 690 and 730 levels from, as this largely depends on the schools you are applying to. At the top programs, most applicants have scores in the 700s, whether they have a high GPA or not. Thus, you would want to aim even higher into the mid 700s if possible. Since these are just two components of the overall package, it is necessary to know the rest of your background and your target schools to give better advice on what you should be targeting in order to gain admission.
