All of you got it right :-)

This is an idiom question. The correct idiom is 'regard as'. To 'consider (someone or something) to be' is also acceptable but is not a possible choice in this question. And as you already know, it is not prudent in gmat to use 'that' or 'as' with 'consider'..

This is a Sweeeeeeeeeeeeeeeeeeeeeet question.

This is probably the easiest question I have seen in a while :) I wanna see 10 such questions in real gmat:))
no brain twisting with crazy words or lenghty clauses/phrases.

sentence is short, no error in it, based on simple/common idiom "regard as"

Oh, how refreshing! I just finished reviewing the Brutal SC document and contributing on a number of threads.

Anyway, A is the correct answer; "Regard x as y" is the correct idiom.
