Some programs have different rules these days.
Some ask for PDF of a score report at the point of submitting your app (which they are confusing and vague what the heck to do with GMAT onlin that does not have a PDF - you basically screenshot it)
Some ask for official scores by interview and some within a certain period of time after admission.
Traditionally, the scores were wanted at application timeframe. I would say if this is a school you are serious and really eager about, submit a score report. This signals to the school that you did not cheap out and were willing to spend $12-50 on the report and that you are serious. It won't get you by itself but it does indicate a higher level of commitment as opposed to "i may as well try". May help and divert from WL I guess 🤷♂️ but mostly it is probably a mental thing that you have done everything you could to improve your chances
