you can decide on the usage if you remember..
whereas is for CONTRAST and While means at the same time..
mr X became a great cricketer whereas he was never interested in the game in childhood.
mr x likes cricket while his brother likes football

"technical and economic issues" - compound subject needs plural verb

a) led to higher demand in some countries, whereas technical and economic issues has meant lower than expected supply
b) led to higher demand in some countries, while technical and economic issues has meant lower than expected supply
c) led to higher demand in some countries, whereas technical and economic issues have meant lower than expected supply - WHEREAS means contrast, WHILE is preferred(while indicates at the same time of some other action)
d) led to higher demand in some countries, while technical and economic issues have meant lower than expected supply
e) led to higher demand in some countries, while technical, economic issues have meant lower than expected supply - AND is expected

New regasification infrastructure and low LNG spot prices have led to higher demand in some countries, whereas technical and economic issues has meant lower than expected supply.

a) led to higher demand in some countries, whereas technical and economic issues has meant lower than expected supply
b) led to higher demand in some countries, while technical and economic issues has meant lower than expected supply
c) led to higher demand in some countries, whereas technical and economic issues have meant lower than expected supply
d) led to higher demand in some countries, while technical and economic issues have meant lower than expected supply

e) led to higher demand in some countries, while technical, economic issues have meant lower than expected supply

Here, the main sentence has "whereas", which means that the author wants to indicate a contrast. I think that both option "C" and option "D" are grammatically correct but option D changes the meaning. Plz correct me if I am wrong.

I agree with you, I also think the author intends a contrast here.
