The sentence talks about a religious organization that has put a check on the scientists if they want to pursue a theory.
First split point here is the use of word Since, Always use Present Perfect tense whenever since is used in context of time. So B and D are gone.

The mark of inversion could be seen in the verb 'has' preceding the subject 'a religious organization'.
Rewrite
Since Galileo suffered the “scurvy humor” of the Inquisition, a religious organization has not so effectively curbed the ability of a major scientist that he could pursue a theory.
'Since' is an adverb here marking the time of 'when" and not a conjunction meaning 'because'.
'So' is often used as an adverb of manner as in 'how did she sing? So did she sing. Many times, it is also an intensifier meaning a huge quantum as in "how effectively?" - so effectively.
Between A and C
