IMO : A
But are requires a parallel verb they can,
And also for dump... face is parallel,not facing.

As here author is saying that in spite of ocean becomes increasingly polluted , culprits are still able to dump trash easily and face few ramification (consequences).

Here " face few ramification" is not the result or description of the clause "the culprit are able to dump....".

Because of that we can eliminate choices that have "facing". I.e. "b, c and e".

D is use for the usage of "to face".

We are left with "a". So I think "a" is the correct choice. Lets wait for the OA.

original sentence coveys the following meaning:
As the ocean gets more polluted, culprits are still able to dump trash and discard mine waste such as.., and face few ramifications.

Issue in option A-> idiom not only but also is required.
This removes options A,B and C, as these do not use the mentioned Idiom.

Between D and E, option D changes the meaning by saying, culprits are able to dump and discard, to face few ramifications. culprits are not doing something intentionally and hence use of to face is incorrect.
Option E, maintains the meaning from option A, not only are culprits able to dump, but also discarding mine waste and facing few ramifications.

You were close, ArunSharma12! While “not only X, but also Y” is the most common form of the idiom, “not only X, also Y” is a valid format as well. In this case, parallelism was the main focus of the question. Please feel free to check out the official explanation in the comments!

I am not very much sure for my answer but I choose A option.

1) Idiom tested- Not only X but also Y and Not only X, Also Y; now, both are correct on GMAT. I eliminate c,d and e option because i was not able to find the subject. Intended meaning - Culprits can also discard mine waste, but in c,d and e; the subject is not given, Who discard mine wastes ?

2) In between A and B, i choose A because 'such as' is mostly used for the list of items.
Moreover in B, Discard and Facing is not parallel

A. they can also discard mine waste such as the sludge and slurry leftover from copper, dredged material, toxic waste, and face- Correct
B. they can also discard mine waste that includes the sludge and slurry leftover from copper, dredged material, toxic waste, and facing
C. also discarding mine waste including the sludge and slurry leftover from copper, dredged material, toxic waste, facing
D. but also discard mine waste such as the sludge and slurry leftover from copper, dredged material, toxic waste, to face
E. but also discarding mine waste such as the sludge and slurry leftover from copper, dredged material, toxic waste, and facing

Here " face few ramification" is not the result or description of the clause "the culprit are able to dump....".

Very nicely elaborated explanation!

However I have a doubt over A.

I have re-written choice A as below.

they can also discard mine waste such as the sludge and slurry leftover from copper, dredged material, and toxic waste, and face

My point is that shouldn't there be "and" before toxic waste! Without "and" it seems like "face the ramification" is one more kind of mine waste.

Such as x, y and z.

Please throw some light over above concern.
