stated in 2nd line 'The aim of politics should be to make the lives of individuals as good as possible'.

stated in 2nd para 'The result is that they crush initiative and individuality when they can, and when they cannot, they quarrel with it.'

Hence, Aim cannot be achived

Re-read few lines you will get the main purpose.
