Hi,
I have a 3-year undergraduate degree in B.Sc (Statistics) with 2 years work experience in Finance... 3.0 GPA
I was wondering which US schools in the top 20 (Fuqua, Columbia) require 16 years of education since I have only 15.
Also, would any one-year diploma from a credited university count or is there a specific requirement?

I would not recommend doing a 1- year diploma just to gain eligibility for MBA programs (do note, many b-schools do not consider diploma courses either).
There are only a few number of b-schools that ask for a 4 year undergrad degree( Stanford, Haas), while most others don't have the 4 year degree requirement from Indian students. Apply to those ones instead. If they say they have a preference for 4 year degrees, you could prove to them that you have the potential to succeed in the MBA program. FYI, there are ways to shine in the Academic section, some of them include: your overall GPA, the undergrad institute brand name, the course you studied, and the big devil- GMAT/ GRE. BSc in stats is a rigorous course to say the least and if you have top-of-the-class kind of grades in undergrad, then that would add to your profile.
Its easy to reach out to the adcoms through multiple info sessions, events and by writing to them. As the number of years of undergrad can be a technical issues, I's also advise you to reach out and directly get clarification from your target b-schools when you are in doubt.
