Hi, and thanks for writing! I'm glad you're planning to retake the GMAT, as getting a high score will help offset the low GPA (which I would also address in the optional essay).
Are you involved in any extracurricular activities, and were you involved in college? This would strengthen your profile as well.
Regarding target schools - with your current profile, I'd put Michigan in the reach category as well.

Reach Schools: NYU / Cornell / Haas
Target Schools: USC (alma mater) / UCLA / Michigan / Tepper
Safety Schools: TBD
Details of my profile:
Bio: Age 28, Male, Canadian Chinese (Born in Canada, live and work in HKG currently)
Academics:
-Business major, University of Southern California, GPA 2.8 (I know this is abysmal and my biggest worry, hoping other parts of application can somewhat offset this a bit)
-GMAT: 720 Q49 V39 (Planning to retake up to two times before first round applications to try to get 750+ to offset the above)
Work Experience:
-2 years Ernst & Young - Audit , top ratings vs peers + regular promotions - still in contact with partner for work reference if needed
-1.5 years Citi - Equity controller, delta one desk - High ratings, can contact my prior VP for work reference
-2 years JP Morgan - Wealth management Financial analytics + Business management, top ratings + fast track promotion - Can get WM CFO for work reference
Extras:
-Just finished third level of CFA. Results will come in before application starts, will be nice to have charter on my CV before applications
After MBA - plan to get into Investment management / AM / WM Front office in the states
