POE Answer choices A and B both commit the same error and should be eliminated.
Compare Remaining Choices Compare C to D. Answer C creates an imbalanced list ("to reduce...to make greater...and it decided to") by using a verb and comparative ("greater") as the second construction of the list. The first part of the list used only a verb. Choice D, on the other hand, uses a logically parallel construction in the first part of the list ("to reduce...and to increase"), which, as a nested list, is also parallel to the rest of the sentence. Eliminate C.
Compare D to E. Choice D uses the idiomatically correct comparative phrase "more money." Choice E uses the idiomatically incorrect phrase "make the money allocated larger." "Larger" defines physical size, while "greater" more clearly defines amounts or relative sizes. The comparative "more" is the most idiomatic comparison for this construction. Eliminate E. Choose D.
