My approach:
the first part - prompted..... is a modifier and it can modify property owners and authorities...
We can instantly reject E because authorities'' advice is not getting prompted.
D - can be rejected because the clause - authorities are advising prop. owners
and they test... are not connected properly..
A - usage of "being" is absolutely correct (used as a verb because "being" is preceded by a helping verb) but A is more of a passive structure. Same goes with B
