The non underlined portion is a modifier that modifies our subject "Authorities" and should touch the subject
Eliminate (A), (B) & (E)
"advise" is one of the few verb that always take the infinitive instead of subjunctive ('allow', 'forbid', 'persuade', 'want' are some others)
Eliminate (D)
(E) also takes the reporting form and so 'is' must be followed by 'that'
(C) is clear and concise
IMO answer is (C)

My approach:
the first part - prompted..... is a modifier and it can modify property owners and authorities...
We can instantly reject E because authorities'' advice is not getting prompted.
D - can be rejected because the clause - authorities are advising prop. owners and they test... are not connected properly..
A - usage of "being" is absolutely correct (used as a verb because "being" is preceded by a helping verb) but A is more of a passive structure. Same goes with B
