I was at firs confused with D (like) and E (such as) but now i understand that 'like' can only be used to state examples rather than show examples.

slightly confused between D and E

Can we write D as
Like tuition reimbursement, Additional incentives to teach in the inner cities
are giving prospective teachers more to consider when planning where
to settle.

E option is
Additional incentives to teach in the inner cities, such as tuition reimbursement,
are giving prospective teachers more to consider when planning where
to settle.

Understand in E example is shown by such as but how about option D. It is clearly showing similarity between tuition reimbursement vs additional incentives.
