Assuming that you went through the formal identification process when you took your last GMAT (ID/Passport, photo taken, palm-scan, etc.), you're not likely to successfully create a brand new "account" - you'll have to provide all of the same information again which will MATCH the information that's already in the system.
As an aside, if you really attempt to create this second account and are caught, then this might really "look bad" on your applications (you don't want your score report showing up "red flagged"). So if you really want to retake the GMAT (and with a 720, it's probably NOT necessary), then do so without any of this other nonsense.

Any sensible business school does NOT have GMAT as their only criteria for selecting candidates.
If they were bothered about how a person did ( presumably low) on a previous GMAT, they would "ask" for that specifically, and should not be a red flag.
So IMO, it should not matter to schools if a person used different accounts to take GMAT .
GMAC has an important task to keep track of the month-long gap, which is now reduced to 16 days just for the sake of tracking that time.
Ideally GMAC should allow people to hide a score they do not want to show ( including old sores). They have introduced new guidelines now, and those are welcome, and IMO GMAC should help people who are not so satisfied by low scores to hide /cacnel , even i the sore came before the policy.
