I have a doubt here .may be silly one ..
1.Should the Republican Party become the minority party.
2.the number of Democratic and Independent voters it attracts will determine its ability to win a presidential election

i feel 1 and 2 are independent clause that is connected with comma...
need advice on this

sobby: I am not a grammar expert. And no question/ doubt is silly. The only thing silly is not to ask.

To your question:
These are not independent clauses.
1) Should the Republican Party become minority party. Here "should", explains an unlikely scenario
2) its ability..... is the result of this unlikely possibility. So these two are not independent.

@GMATNinja- may be you could explain further.
