I would pick Cornell given the full ride at Johnson. Graduating w/o debt is a huge advantage. But not counting the full ride at Johnson, Stern is the easy choice. However, you should know what you're getting into...
It's hard to argue that Johnson recruiting won't be hit harder than Stern in the downturn. Why would a firm travel all the way to remote Ithaca if they can visit NYC and get in Columbia/NYU in one day? Johnson has 1) a remote location, 2) weaker student class, 3) lower rankings 4) too many MBA programs to make properly manage and 5) fairly weak alumni support all going against it.
I also wouldn't count on the Park fellowship helping recruitment, there's mixed feelings w/ the program among alums. Park alums love it, others don't because Park quality is mixed, some are truly great but some are really not & get in due to 'other' reasons, drawing resentment among non-Park students , who become unsupportive alums.
Still, I would suggest going to Cornell given the large scholarship. Just know what you're getting yourself into and be prepared, i.e. start prepping & networking before school starts, because you're going to need it.
