isn't that option "C" is creating ambiguity as it seems to donate "general employment" instead of talking about the worker of Indiana's energy reserves?

Can someone please clarify?

I feel "C" is creating ambiguity as it seems to refer to "general unemployment" rather than the unemployment of workers of Indiana's energy reserves.

The way the sentence is structured - "a circumstance that resulted in unemployment" unambiguously refers to the unemployment caused by the coal strike and hence there is no confusion.

IDK..agree with some of the people here saying the C still feels wrong due to ambiguity?
Unemployment of who? The workers? The company leaders? It's not clear.

D actually seems better in that regard. Not a fan of the word "fact", but i don't think it's grammatically incorrect, and the first part it indeed a fact (the strike did lower reserves, which is a fact).

The coal strike reduced Indiana's energy reserves, which caused unemployment among the workers.
The meaning implies that the coal strike reduced the energy reserves and would have led to loss of revenue. the loss of revenue caused umployment among the workers
(A) which caused unemployment among the workers.
which implies that the energy reserves caused the unemployment, which is incorrect
(B) which caused the workers to be unemployed.
which implies that the energy reserves caused the unemployment, which is incorrect and the infinitive "to be unemployed" is not correct usage
(C) a circumstance that resulted in unemployment.
correctly implies the fallout of the coal strike which led to a drop in energy reserves was the circumstance which led to unemployment
(D) a fact that created unemployed workers.
a fact is just a true statement and that did not create unemployed workers
(E) which led many workers to be unemployed.
which implies that the energy reserves caused unemployment

Answer is C.

I am just starting to articulate sentence correction in my head, so please let me know if my interpretation is wrong.
