Eliminate A, D, and E as "which" modifies "energy reserves" ("energy reserves" do not cause unemployment). The sentence may be better as either "The coal strike reduced Indiana's energy reserves, causing unemployment among the workers." or "The coal strike reduced Indiana's energy reserves, and this reduction caused unemployment among the workers."
Option C and D offer another solution to correct the original sentence by using appositive phrase:
(C) a circumstance that resulted in unemployment.=> correct
(D) a fact that created unemployed workers. => "unemployed workers" sounds so awkward
