the right answer is B, but it's very strange that "federal government requires only one hospitals". However, this is the only way to eliminate the problems with THEIR latter in the sentence.
By the way, THERE IS/ARE often wrong in the GMAT, constructing awkward sentences, according to my experience.
Can any one comment your vision of THERE IS/ARE constructions?

In the sentence they means patients. So E , D and A are out. In C,
hospitals and patients both are plural so they can mean both hospitals and patients. So C also out. But B sounds illogical.

B is the answer.

The post has so many typo's -

Here is the original question -

The federal government requires hospitals to tell a Medicare patient of their legal right to challenge their discharge if they feel they are being sent home prematurely.

(A) hospitals to tell a Medicare patient of their
(B) hospitals to tell Medicare patients that they have a
(C) hospitals to tell Medicare patients that there is a
(D) that hospitals tell a Medicare patient of their
(E) that hospitals tell a Medicare patient that they have a

Now B is correct :lol:
