"Responsibility to" and "Responsibility for" are both fine. It depends on the use of the verbs that follow it whether it is right or wrong.

"Board assumes primary responsibility for the regulation of" - ok as (D) indicates
"Board assumes primary responsibility for regulating" this nation's banks - ok but not an answer choice
"Board assumes primary responsibility to regulate" this nation's banks - ok but not an answer choice. The first one presented above is probably more common but that doesn't make these other choices wrong.

Only answer choices (A) and (D) use the word "assumes"

I received a private message for the idiom case where we say "responsibility of" as opposed to "responsibility to"/"responsibility for"

As we know, "responsibility for" is best followed by a noun phrase.
"responsibility for  " -- where   is a noun phrase.

So where might "responsibility OF" make sense?

I have the responsibility OF an adult -- OK, used as comparison here.

These are OK. All followed by actions demonstration "responsibility".
I have the responsibility OF handling the environment.
I have the responsibility OF governing the public.
I have the responsibility OF taking care of my family.

I have the responsibility OF the regulation of -- "for" would be better here. I have the responsibility for the regulation of X. This fits responsibility FOR  . Too many "of"s in a row can make the sentence convoluted and would not be preferred on the test.
