The argument mentions "The government of Nation X also requires that banks inform customers of all of these policies." Hence the banks are required to share the information with an affiliated institution upon informing the customer that it will. Not so sure how come "All circumstances" is the correct answer here?
I think its because "none of these restrictions limits the sharing of these types of information with any affiliated institutions."

The government of Nation X restricts how banks share customers' information with other institutions. For instance, unless a customer explicitly grants permission, no nonpublic information about the customer—e.g., account balances or credit history—can be shared with any non-affiliated institution. Furthermore, banks must allow customers to forbid the sharing of even publicly available information about them, such as listed telephone numbers, with non-affiliated institutions. The bank must honor any decision the customer makes in these cases; however, none of these restrictions limits the sharing of these types of information with any affiliated institutions. All sharing of information other than the types mentioned above is permitted—except that under no circumstances may customers' passwords be shared, even with affiliated institutions. The government of Nation X also requires that banks inform customers of all of these policies.

Select for With an affiliated institution the circumstances under which the government of Nation X allows a bank to share a customer's account balance with an affiliated institution and for With a non-affiliated institution the circumstances under which the government of Nation X allows a bank to share a customer's account balance with a non-affiliated institution. Make only two selections, one in each column.
MartyMurray I chose " Upon informing the customer that it will" instead of "All circumstances". Could you please help to explain this. Thanks

The question deals with conditionals. Given data about account balances:

unless a customer explicitly grants permission, no nonpublic information about the customer—e.g., account balances or credit history—can be shared with any non-affiliated institution.

Customers explicit granting of permission is necessary for sharing nonpublic information with any non-affiliated institution.

All info can be shared with any affiliated institutions except passwords.

Select for With an affiliated institution the circumstances under which the government of Nation X allows a bank to share a customer's account balance with an affiliated institution and for With a non-affiliated institution the circumstances under which the government of Nation X allows a bank to share a customer's account balance with a non-affiliated institution.

With an affiliated institution - All circumstances (ANSWER)
The answer here will not be "Upon informing the customer that it will" because the data does not say that the bank must inform the customer that it is going to share the account balance and then share it.
The data only says "The government of Nation X also requires that banks inform customers of all of these policies."
So the bank must inform the customer upon joining that we will share your non public information (except passwords) with affiliated institutions if and whenever asked for. All such policies will be shared with the customer. But the bank does not need to inform the customers before actually sharing this data.

With a non-affiliated institution - Only if a customer has explicitly granted permission (ANSWER)

Customers explicit granting of permission is necessary for sharing nonpublic information with any non-affiliated institution.

Why is it not Only if customer has not forbidden it? If the customer choses to forbid it then it should not be shared, right?

Using the last line - All policies must be informed...why have we assumed that these policies will be informed on opening/before opening of account and not any other time - I chose option for affiliated as - Upon informing the customer...
If they dont inform how can they share with affiliated also?

In paragraph, it is written for affiliated institute that - All sharing of information other than the types mentioned above is permitted. Does it mean that we can share all the things except - account balances, credit history, telephone numbers because these are mentioned in paragraph?

Many of these verbal TPAs play around with 'words' to change the goal poast and we require to be careful about it.

Type of information: Account balance, so non-public information.

Non-affiliated institution: The answer here lies in the second sentence - 'unless a customer explicitly grants permission, no nonpublic information about the customer—e.g., account balances or credit history—can be shared with any non-affiliated institution.'
The colored portion straight forward gives the answer.

Affiliated institution: Now, the answer here lies in the sentence - 'The bank must honor any decision the customer makes in these cases; however, none of these restrictions limits the sharing of these types of information with any affiliated institutions'
'The bank must honor any decision the customer makes in these cases' talks of taking customers approval for sharing even the public information with non-affiliated institutions.
The colored portion thereafter starts with word 'however', talking of a shift in policy while sharing the above listed information with affiliated institution, and tells us that there are no such restrictions when it comes to sharing the above listed information with affiliated institution. So, our answer has to be 'all circumstances' as per the colored portion.

Why the line 'The government of Nation X also requires that banks inform customers of all of these policies' is not to be considered while answering?
The statement just tells us that the bank should inform about their policies.
So, a customer comes, the bank tells or shares terms and conditions with the customer - " We will provide information to the non affiliated institution under condition A, B, etc. Next we do not have any restriction on sharing the information except your password with our affiliated institution. Please accept the terms and conditions". Next the customer accepts teh consitions and opens an account. Now, some affiliated institution seeks account details of that customer. The bank handsover teh information.

Is account balance not mentioned above making it something that can't be shared?

Types mentioned above” refers to:
  1. Nonpublic information (e.g., account balances, credit history) — needs explicit permission to be shared with non-affiliated institutions.
  2. Publicly available information (e.g., listed phone numbers) — can be shared unless the customer forbids it.
The phrase “information other than the types mentioned above” means:
  • Other types of customer data not explicitly listed earlier in the paragraph.
  • These other types can generally be shared.
[*]Exception: Passwords can never be shared — not even with affiliated institutions.

"other than the types mentioned above is permitted"

Is account balance not mentioned above making it something that can't be shared?
Correct, account balance is mentioned above, so it falls under the restricted types of information.
In the passage:
  • Account balance is listed as nonpublic information.
  • The rule says that nonpublic information cannot be shared with non-affiliated institutions unless the customer explicitly grants permission.

So when the passage says: "All sharing of information other than the types mentioned above is permitted..."
...it means that account balance sharing is not freely permitted, because it is one of the “types mentioned above” and is subject to strict rules.

This question is a bit tricky it seems. For affiliated it can be interpreted in two ways it seems
