Can someone explain question 1?

Look at the number of high schools on the graph. Draw an imaginary line between 400 and 600 on the Y-axis;
above that line, there are 13 points, indicating 13 states with more than 500 high schools.
The total number of states represented in the graph with fewer than 500 high schools = total - (more than 500) => 49 - 13 = 36

Now, for Question 1: What percent of the 49 states (including the District of Columbia) represented in the graph have fewer than 500 high schools? => (36 * 100) / 49 = 73.47

approximately 75 percent.

Highest Total Number of Schools is in point where (too the top right most corner)
Elementary School = 3,200
High School = 1,200
Total Schools = 4,400 (Approx.)

Here it has the highest number of Elementary Schools

>the question asks for the points below y = 500 so the answer will be 75%

I mean more schools = more schools. Elementary schools count as schools so the more of them there are, the more total schools exist.

Q3. By eyeballing the scatter plot, most points are below the horizontal line at 500. That’s roughly 3/4 of the states, i.e. 75%.
Q4. Total number of schools = elementary + high. The farthest right point (largest total) is also the one with the greatest number of elementary schools.
