I think B is the OA.

A) Improve its - wrong. Its cant refer to employees

C) D) same error

We are left with B and E.

Choice E distorts the means - “take collective action, or improve their”. The actual meaning is “take action to improve their working conditions”.

So i thinks, choice B is correct.

In A, C and D, its (singular) does not agree with employees (plural).
Eliminate A, C and D.

E: informs employees of their right to join, form
Here, join lacks a direct object.
As a result, it is unclear what organization employees have a right to join.
Eliminate E.
