So parallelism is correct?

1). I think that would depend on how the word was being used.
2). I don't know if we hope it will cost 51 million dollars or not. Maybe that's a good deal for the project. The biggest issue in D is that it isn't a compete sentence:
"The program for modernizing the steel mill, which can, it is hoped, be completed in the late 1980’s and cost approximately 51 million dollars."
"Which can be completed...and cost" is a modifying phrase describing 'the program for modernizing the steel mill' (if I'm as generous as possible with the 'which' modifier...). So what is the VERB for "The program" to DO in the sentence? There isn't one. This is a fragment. A subject without a verb.
I understand overall the error in C, that modernising can’t be hoped to be completed, its the absolute phrase-“the program that…”., which makes more sense.
I just got this one error in C, if there are more, I would like to know.
So, I like E over C, but I have never seen something like this- “it is hoped” has been enclosed between commas and as per grammar rules, it is a complete thought- S+V+O. Now, its not an independent clause because its an incomplete thought, but still its a dependent clause.
Don’t we need an conjunction for this or a relative clause starting with which - which is hoped. So that it can be eliminated without hesitation?
This is the only reason I eliminated E.
