A. crests and troughs that remain stationary although the air that forms them is moving rapidly, are --> Incorrect

B. crests and troughs that remain stationary although they are formed by rapidly moving air, are --> Incorrect

C. crests and troughs that remain stationary although the air that forms them is moving rapidly, is

D. stationary crests and troughs although the air that forms them is moving rapidly, are --> Incorrect

E. stationary crests and troughs although they are formed by rapidly moving air, is --> Correct


Looking out for "the resulting pattern", which is singular, so the sentence should follow with "is". POE eliminates A, B, D. Between C and E, E looks more clear and straight.
I will go with E.
