The report on the gross national product—the nation’s total production of goods and services—showed that second-quarter inflation was somewhat lower than a previous estimation and the savings rate slightly higher.

the clauses highlighted in red are parallel to each other and to maintain the parallelism and should be followed by a "that"

therefore we can eliminate options A/B and D

between C and E

(C) a previous estimate and that the savings rate is slightly higher
the use of present tense verb-is is wrong for an event that took place in the past

therefore E is the correct option!!
