­I agree that this is kind of a rare graph and a bit confusing. Below I have pulled the official explanation for you.

Official Explanation

This is a Graphics Interpretation question. All answers will be based on information from the scatter plot and the accompanying text. Each point represents one of 30 states. The y-axis value indicates the percent change in that state's median income from 2008 to 2009, while the x-axis value indicates the percent change in the state's median income from 2009 to 2010. Any state in the upper right quadrant saw an increase in both years, while states in the lower left quadrant saw a decrease in both years. The states in the upper left quadrant saw an increase from 2008 to 2009 but a decrease from 2009 to 2010. And the states in the lower right quadrant saw a decrease from 2008 to 2009 but an increase from 2009 to 2010.

1. If a state from the sample shown is chosen at random, the probability that the median income of that state's residents increased each year from 2008 to 2010 is closest to _________.

The question asks for the probability of selecting a state out of the 30 states graphed in which the median increased each year, from 2008 to 2009 and from 2009 to 2010. The question asks for a comparison between the number of states that saw an increase from 2008 to 2009 and the number that saw an increase from 2009 to 2010. The 2008 to 2009 figures are represented by the y-axis value. An increase in that time period means a positive y-axis value, so count the dots in the top half of the graph. There are 10 states that fit this criterion. The 2009 to 2010 figures are represented by the x-axis value. This time, an increase would mean a positive x-axis value, so count the states in the right half of the graph: there are 14. so the graph titles are inverted right? Based on the explanation


The title “2009–2010” is written horizontally because it labels the horizontal (x-) axis, and “2008–2009” is written vertically because it labels the vertical (y-) axis. The graph is correct; you just mixed them up.
