The Supreme Court’s concern with legitimacy is not for the sake of the court but the nation to which it is responsible.
the sentence is testing two part parallelism using the idiom not X but Y
the sentence can either follow the structure "for not X but Y" or "not for X but for Y"; to maintain parallelism
only option B maintains the correct parallelism!!
all the other options do not maintain the correct parallelism
therefore option B is correct!

The sentence tests the once inside and twice outside rule applied to the idiom. It is correct to use either
- not for X but for Y (for is used twice inside the idiom), OR
- for not X but Y (for is used once outside the idiom).
Option (B) is correct.
