This is a fairly straightforward question.
The non-underlined portion has the plural subject ‘increases’ (note: it is not the verb here).
The underlined part of the sentence uses ‘has’ which is singular.

Now, with this in mind, quickly scan the options.

You can eliminate Options A, B, C, and D right away and you’re only left with Option E.

But just to be safe, let’s look at Options C and D.
(C) this year in the prime lending rate having
substituting this option back into the question tells us that this is a fragment – no main verb in sight!

(D) in the prime lending rate this year had
While ‘increases’ and ‘had’ can go together, this change in tense is required in this sentence. There are no two events happening and therefore we do not require the use of the past perfect tense.

Option E is the best choice.

Hope this helps!
