the singular verb "has" illogically refers back to the plural subject "the unprecedented increases"
(C) this year in the prime lending rate having
option C creates a sentence fragment as the subject "the unprecedented increases" does not have a verb
(D) in the prime lending rate this year had
the past perfect tense "had been bought" is wrong as we have no other event that occurred in the past after this event
(E) in the prime lending rate this year have
this is the correct option!

(B) this year in the prime lending rate has
(C) this year in the prime lending rate having - change from "has" to "having" results in lack of main verb in the sentence.
(D) in the prime lending rate this year had - use of Past Perfect tense is unjustifiable here; there is no other past event, which occurred in the past but later than unprecedented increases occurred.
(E) in the prime lending rate this year have - the only spotted error is fixed in E. So, correct option
