(A) There is, under the current system of legislation, few recourses
resources are plural ---and it requires plural are --'is' is incorrect here

(B) There is, under the current system of legislation, fewer recourses
same as A

(C) There are, under the current system of legislation, few recourses
resources agree with are ----and few is correctly modifying resources (correct)

(D) There are, under the current system of legislation, fewer recourses
fewer is used for comparison-- fewer than what? and we are not trying to establish a comparison here
so 'few' is required

(E) There are, under the current system of legislation, few recourse
resource is singular ----so plural are does not agree in number

The subject cannot be there, so this is a reversed S-V question. Subject is few recourses, plural, therefore are is correct
A,B can be eliminated.
Out of C,D,E, E has S-V error
out of C and D, fewer is incorrect, therefore C it is

Inverted Statement: Subject - Few Recourses, Verb - Are so A, B and E are out
Meaning wise sentence says there some recourses to help people....... so "fewer courses" is wrong as we are not comparing anything such as fewer than etc., so only C left

(A) There is, under the current system of legislation, few recourses - subject verb agreement error
(B) There is, under the current system of legislation, fewer recourses -same as above , use of fewer is incorrect here
(C) There are, under the current system of legislation, few recourses- correct OA
(D) There are, under the current system of legislation, fewer recourses -use of fewer is incorrect
(E) There are, under the current system of legislation, few recourse - sv agreement issue
