the passage talks of how preparing for warwar has avoided any type of conflicts..
we ahve to look for an assumption..
lets see the choices..

we do not speak about various factors.. out of context

we have to look for an assumption on which relies the conclusion.. doen't effect the conclusion

again not related to the conclusion
