Out of scope. there is no way to link this option to the conclusion

b. Our buildup of weapons systems and combat personnel has prevented our adversaries from increasing their own spending on defense.
Incorrect. as no adversaries arise in the country

c. The increased defense spending of the past ten years has lessened the need for significant military expenditure in future decades.
Incorrect. the author never talks about future


d. At the present time, state-of-the-art weapons systems and the augmentation of combat personnel are equally important to a nation's resources.
Incorrect. Nothing such is discussed in the stimulus


e. The number of military actions involving our forces would have been greater in the past decade if we had not increased our defense spending.
Correct. This is the reason behind the conclusion.
negate it. The number of military actions involving our forces would have been Not greater/(fewer) in the past decade if we had not increased our defense spending.
this shatters the conclusion

hence E is the correct ans
