Below answer is wrt to this assumption.

INCORRECT This sentence requires a relative pronoun (that) before 'determines.. ' to convey complete sense.

Option D sounds by better to my hearing. I was confused between option D and option E.

However, option E is missing 'by' in the later part of the sentence. So I chose option D.
