I went with E.

I decided not to go with the other choices because:
(A) I see no issue with the choice to only adress teen-agers and not 2nd graders and up. The issue I see is that A assumes teen-agers will actually follow the recommendation, which is not given.
(B) This assumes that the memory is linear, which was not stated in the passage.
(C) There was no information about this. Increasing the amount of books read could increase memory even for those who already has a higher than average memory skill.
(D) Here it's assumed that the only way to get a good memory is by reading. There might be several ways to get a good memory, whereas the passage suggests that reading two books a month is one of them. 
(E) This is a modest claim which fits nicely into this question asking us to find something implied. IF X passes, responsible(assuming this means they'll follow the recommended reading directive) students can indeed, according to the idea that 2b/w => ^memory, expect their memory to increase.

1.The subject of the sentence is contrast...so it has to be singular...so 'has' is needed instead of 'have'..A and B out
 Now contrast is in 'sales in'....and 'such sales' so option E is left.
In C and D contrast in "sales .....and Sports"...wrong comparison so C and D are out

2.Opening modifier "Riddled with..." should modify tourists instead of buildings..so A and B out
Among C,D and E...C is incorrect as -ing indicates that work is still going on...E is incorrect construction..
D is correct answer and a correct parallel construction

what is riddled with bullets, its not tourists but the building, so only A and B are valid answers..

I can only find one site that attributes this question to a source, and, not surprisingly, it is not from "GMAC Paper Tests", which is what the source tag currently says:

The question doesn't make sense. Some "responsible high school students" will already read more than two books per month, naturally, so there's no reason this Proposition 75 would have any effect on their memory, and E is not a valid inference here.

Thank you IanStewart for that comment. It looks like an easy question answered correctly by so many people, but I rejected E because what's exactly "responsible"? Its subjective, since its nowhere mentioned in the argument. Being responsible doesn't directly correlate to following the Proposition 75. Maybe they are responsible in some other sense of their respective behaviors.

Even if we were to take a jump and say "responsible" is about following rules, it can't be a valid inference like you explained.
