A) the option doesn't use ought to be, it just uses ought be. That's incorrect.
B) use of "this" is confusing. If this implies united states or the library is unclear.
C) should + simple present sounds decent, along with the fact it shows advisability .let's keep it in.
D) "you could" sounds more conditional. Option C is better than D.
E) " might being" and "finding" doesn't seem correct grammatically.

Can't really point out how E is incorrect grammatically.

Experience advice would be required.

Its a tricky Question!

I will go with C because the 1st Clause of the sentence infer the conviction so the second clause require "should".

That means since it is in the library catalogue so one "should" locate.

E. you might being able in finding "might be" is the correct usage, not "might being". Eliminate.
