IMO B

From the sentence 2 things -Advice and Speculation- as indicated by the word 'both' given by oil minister helped heating oil prices surge to record levels last week

(A) that inventory of heating oil be marked up to meet an impending severe winter as well as the speculation that a major unit may close for a long time due to a major accident, helped heating oil prices surge to record levels last week -- Incorrect both used with as well as

Both A and B is the correct idiom. Only B has this construction. IMO B

And is must must required as well as, with, etc can not replace and.

Thus B is the only right answer.

Let me try to address your concern:

First let us consider advice / advise : Advice is a noun and Advise is a verb.

X advised Y to do Z. ( subjunctive form required.. Fine)

X's advice (noun) That blah blah blah... (modifier explains the noun.. Fine)

Option B is idiomatically fine as well as modifiers are modifying the corresponding nouns, whereas in option C major problem is Both X along with Y.

To satisfy the word BOTH used in starting we should go with the plural form of depicting the two advice. AND justify the usage of both while all others are singular.

Hence B should be the answer.

Obviously the answer is B for using the idiomatic expression ‘both and’; as well as, along with etc render the subject singular and do not justify the use of 'both'.
