To the best of my memory, in one of the "Thursdays with Ron", Ron said that however must have a semi-colon before it.

Yes. I read it in MGMAT's SC book too just a few days ago.

Words like However, Therefore, usually follow a semi-colon and they have to be the first word of their clause.

Will a moderator/expert elaborate on this?

This is a misunderstanding - An independent clause, which follows another independent clause, may start with "however". In that case a semicolon comes before "however" - not because of the word "however", but because two independent clauses are separated. However, "however" may come in the middle of the independent clause as well. In that case there would not be a semicolon before " however".

"Based off of" is not a valid idiom. Though it may be used by some native speakers colloquially, it is grammatically wrong altogether.

Dear Expert,

Please explain the correct placement of "However" in the official answer choice.

Because the time between the announcement of the program and its implementation was so short, many observers assumed that it had been hastily put together; in reality, however, it was based off of years of careful research.

C. in reality, however, it was based on years of careful research.

E. however, in reality, its existence was actually based on years of careful research.

I can see that option E is wordy, but only choice that match correct use of Idiom.

The sentence starts with reasoning "Because"....., So the next clause which is contrasting must be started with "However"...

So as per OA: The programme was based on years of careful research?

I feel that is illogical to say the least. Meaning issue.

A programme is based on careful research implies that someone introduced the programme on how to do careful research.

For example:
The drama is based on a book.
He was awarded nobel price based on X.

I think this is a poor-quality question and I don't agree with the explanation. I don't agree with the answer because

1. 'based on' means 'the presentation was about/on' say, fore.g., 'the presentation was based on Animals'
2. 'based off of' means 'the presentation was a work of many years of careful research'

Could you please clear my confusion?
