In Option E, isnt "they" ambigiuously referring to the historians as well?

Why are we using 'would' instead of 'was'?
Since the IF statement is in simple past and Then portion is a fact about world war II,i think it should be 'Was'.
Please help me on this.

Since the if clause presents uncertainty, the then clause will require 'would' and not was.

This is a good Q. I am surprised, though, that it is a low, 45%, Medium question.
In my trigger happy rush I didn't analyze the "was" v/s "would" comparison in C and E respectively.

"The nation's general" seems to be additional information that was not part of the original question stem. I wonder if this kind of addition is valid. I rejected choice E on the ground that there was nothing mentioned about the nation's general in the original question.

In original statement 'they realized that ...' refers to 'Germans who decide which front to fight' aka 'The nation's general'.
'The nation's general' basically resolves discrepancy of 'They' anticedent.
