I think B is the OA.

A) Improve its - wrong. Its cant refer to employees

C) D) same error

We are left with B and E.

Choice E distorts the means - “take collective action, or improve their”. The actual meaning is “take action to improve their working conditions”.

So i thinks, choice B is correct.

The Department of Labor does only one thing - "requires the state’s over one hundred thousand private employers to display its union rights sign".

Subsequently, "the sign" informs employees of their right to
1) join or form a union

OR

2) to take collective action to improve their working conditions

This portion is of the simple form X or Y, where X itself is of the form (A or B). Therefore, the total clause reads (A or B) or Y, where:

A = join a union
B = form a union
Y = take collective action to improve their working conditions
