Due to original sentence structure mess it is little difficult, but we can infer below:
Many people are working to support their families and pay off their homes. Then they tangled in a constant struggle with their credit card companies, because theay are taking credits again to support their families. As a result 1. they agonize over making minimum payments 2. witness their monthly fees rise astronomically
Error analysis:
we have opening modifier "working to" whoever is working must be followed after the comma. we have "it is" seems placeholder, but it is wrong, we need "many people" after the comma. "in which" implies that people agonize and witness in this credit companies.

In (D), the verb choice (to agonize and to witness) does not compliment the rest of the sentence making it a fragment.
