i am assuming that the subject is " a State System", because in all the options, there are which, which has immediate predecing noun" a State System. therefore, s state system has to abe a subject.

Correct me if i am wrong?

well!!

i do not think that "sub national aspirations call on sympathetic understanding" makes any sense....

rather "state system calls on sympathetic undestanding" does...

it is just my understanding and i also need expert help on this

I believe that the subject is not the state system of the sub national aspirations, but terrorist violence. Hence, it would be a singular verb calls.

Bunuel Please give your expert advice here on what is the subject in the question. I assume it's sub-national aspirations which is plural, hence option C.

I'd go for option B

Cause it needs to be plural - "calls"
