Support, create, cover, and cause should be parallel given all are benefits of unemployment benefits.

Eliminate A, B, and D.

Not only X but also Y is an idiom.
E lacks this idiom second half.

Answer is C

Hello Moderator,

I do not think that we have parallelism issue in option B. i think it is incorrect because it has tenses issue. after not only we have simple past but after but also we have present tense.

please correct me if i am wrong.

Unemployment benefits in the United States did not only support recession struck individuals, create opportunities for volunteerism, and had covered their expenses, but also cause minimum wage employees to quit their jobs.

Solution:

A. Unemployment benefits in the United States did not only support recession struck individuals, create opportunities for volunteerism, and had covered their expenses, but also: "not only support recession struck individuals, create opportunities for volunteerism, and had covered their expenses" The parallelism is in shambles because the tenses don't match up. Also past perfect had makes no sense here.

B. Unemployment benefits in the United States not only supported recession struck individuals, created opportunities for volunteerism, and covered the expenses of the unemployed, but also: The non-underlined part after but also presents present tense but the part after not only uses simple past. This is wrong as Not only X but Y should have X and Y parallel, but here the parallelism is not maintained as tenses don't match up.

C. Unemployment benefits in the United States did not only support recession struck individuals, create opportunities for volunteerism, and cover the expenses of the unemployed, but also: Correct

D. Unemployment benefits in the United States supported not only recession struck individuals, create opportunities for volunteerism, and cover their expenses, but also they: There is no verb after not in the first element of the parallel list of after not. Also, the part after not are verb phrases but after "but" there is a proper clause because of "they". This breaks Not only X but Y parallelism.

E. Unemployment benefits in the United States did not only support recession struck individuals, create opportunities for volunteerism, and cover their expenses, at the same time: Not only X but Y parallelism not adhered to.

I don't think you're wrong but neither is the person you're quoting. You're right that there is a verb tense issue but at the same time these elements are in a list. When parallel elements of a list have a verb tense mismatch or verb tense issue(as you mentioned), they also break parallelism. This makes it a parallelism issue as well. So, in short, it's a parallelism issue because of the verb tense issue.
