The interior minister explained that one of the village planning proposal's best characteristics was their not detracting from the project's overall benefit by being a burden on the development budget.
(A) one of the village planning proposal's best characteristics was their not detracting
(B) one of the village's planning proposal's best characteristics were its not taking
(C) one of the best characteristics of the village's planning proposal was that it did n1 >t detract
(D) a best characteristic of the village planning proposal was, it did not take
(El) among the village planning proposal's best characteristics, one was, it did not detract ,
my question is when are the phrases between a comma pair considered non essential and when when can they be considered essential also is it okay for the verb of the sentence to be separated from the subject of the sentence in a comma pair.
consider this sentence (option E) The interior minister explained that among the village planning proposal's best characteristics, one was, it did not detract from the project's overall benefit by being a burden on the development budget.
if we were solving a question would it be okay to omit the part with in the comma pairs-since it also contains the verb and then declare that the sentence doesn't make sense so we can strike it of??
