Wrong. "Hope + Progressive Tense" is always wrong. --> Correct structure is: HOPE + WILL
b) are wishing that their crops ought to produce more
Wrong. "Ought to produce" changes meaning.
c) are hoping that their crops will be producing more
Correct. "are hoping" + Future tense ==> correct structure.
d) wishes the production of their crops was more
Wrong. Farmers is plural --> "wishes" is singular --> wrong.
e) desperately hope that their crops are giving more production.

I think the answer is Option C.
The trick is that since the Farmer is "hoping"/"hopes, etc we need to look out for a "will/might/" that goes along well with the hope.
Option A is incorrect --> Hoping that the crops 'are' producing more -> This implies the crops are already producing, but the farmer here is hoping they will produce in the coming future, not right now
Options B, D & E are really bad wording/incorrect usage of english as can be seen clearly.
We are left with Option C, which correctly states the usage 'will' by saying -> "are hoping that their crops will be producing more" ...
